YCEMA hosts trainings and exercises for all 29 municipalities in York County, first responders, and other agencies. Trainings and exercises help to prepare agencies for various emergency situations, incidents, and disasters.

Homeland Security Exercise and Evaluation Program

Description: Exercises are a key component of national preparedness — they provide the whole community with the opportunity to shape planning, assess and validate capabilities, and address areas for improvement. HSEEP provides a set of guiding principles for exercise and evaluation programs, as well as a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning. Through the use of HSEEP, the whole community can develop, execute, and evaluate exercises that address the preparedness priorities. These priorities are informed by risk and capability assessments, findings, corrective actions from previous events, and external requirements.  These priorities guide the overall direction of an exercise program and the design and development of individual exercises.

EOC/ ICS Interface

Description: This course will enable the participants to develop an effective interface between the Incident Command and the Emergency Operations Center (EOC) by applying the Incident Command System (ICS) principles. This one-day course will introduce you to the roles of the Incident Command System (ICS) and Emergency Operations Centers (EOCs) during emergency operations, and discuss ways to develop an ICS/EOC interface implementation strategy or action plan for your community. The target audience includes personnel associated with on-scene Incident Command, and EOCs and Multiagency Coordination (MAC) System entities.

Unmanned Aircraft Systems Program Development (UASPD)

Description: The goal of the USAPD course is to aid first responders and emergency agencies in the successful development, implementation, and sustainment of a department or agency’s small unmanned aircraft system (sUAS) program. This course provides class participants with the knowledge and tools required for establishing sUAS program goals; deciding if an agency is best suited by sUAS operations options under 14 CFR part 107 or operating sUAS programs as a public aircraft operation (PAO); requesting waivers and airspace authorizations; and developing standard operating procedures (SOP). This course will provide first responders with an understanding of FAA regulations governing 14 CFR part 107 operations along with statutory requirements for public aircraft operations. The UASPD course also presents a review of Government agency sUAS program best practices.

Public Information Basics

Description: This three-day class will equip the participants with the skills needed to be full or part-time PIOs, including oral and written communications; understanding and working with the media; and basic tools and techniques to perform effectively as a PIO, both in the proactive/ advocacy times and crisis/ emergency response. This is the replacement for the old G290 and G291.
